Finance and Administration Manager (Full Time)

Uganda Development and Health Associates (UDHA) strives to empower, promote and strengthen key health and development interventions in communities we work. UDHA is Sub Recipient to Global Fund (UGA-C-TASO 1449) under the new funding model implemented in partnership with TASO and aims to support the implementation of Uganda’s Response to the HIV/AIDS and Tuberculosis. UDHA requires the services of dedicated, competent, innovative and result-oriented individuals for employment on a contract basis for the posts below;

Job Title: Finance and Administration Manager (Full Time)
Reports to: Executive Officer
Location: UDHA headquarters in Iganga, with frequent travels in the districts of operation

The job holder will
provide financial technical support to programmes in accordance with UDHA
accounting policies and procedures as guided by donor acceptable Financial
Accounting standards. Efforts
will be dedicated to grants management, working with Project staff to develop
systematic and realistic finance monitoring plans, budget forecasting and
review requisitions for approval. The job holder with lead on documentation and
reporting, support teams to adhere to internal and external controls and organizational
financial guidelines. S/he shall ensures that all planned activities are
implemented as per budget lines.

Job Specifications, qualification and Requirements of the Post      

  • Bachelor’s
    Degree in Commerce, Business Administration having majored in Finance and
  • Must
    be a fully certified public accountant or in final stages of completion of CPA
    or ACCA training
  • Post graduate Training in Financial Management from a
    recognized and reputable institution is added advantage.
  • At least 3years of demonstrated Mid-level experience in
    Financial management of donor funded development and district/community based
    projects, largely USAID and the Global Fund
  • Deep understanding of TB, HIV and AIDS, SRHR and health and
    Community Systems strengthening issues is preferable
  • Familiar with growing NGOs’ work in Uganda
  • Presentation, facilitation and training skills
  • Fluent spoken and written English
  • Analytical and report writing skills
  • Good communication skills and positive attitude to team work
  • Competences in Management, Leadership and team building skills are

Job Responsibilities

  • Financial management: Raise,
    receive and review voucher interface files and requests from the programs
    team for the completeness/accuracy of data, account codes and provide
    regular feedback
  • Review and manage the mobile
    money transactions for the programme and ensure timely and accurate mobile
  • Lead on financial planning
    & budget management processes by completing and consolidating the
    program and organizational Budgets
  • Monitor budget and cash-flows
    by ensuring expenditures are within the budget limits, identify and
    provide variances explanations for management decision making
  • Lead on financial reporting by
    generating and reviewing financial reports for programs and share/discuss
    the reports with program teams and board
  • Take lead on risk management by
    identifying internal and external audit issues and ensure that audit
    recommendations are implemented on a timely basis
  • Ensure quarterly updating of
    asset registers and monitor/manage organizational assets in accordance
    with UDHA Finance Manual
  • Carry out routine field visits
    to ascertain value for money and items reaching correct beneficiaries
  • Lead on capacity building
    initiatives by providing technical financial support and hands on to
    program and finance staff
  • Support UDHA on resource
    mobilization drives in areas of planning and budgeting
  • Perform any other duties assigned from
    time to time by supervisor.
