Job Title: Procurement Officer (Full Time)
Reports to: Executive Officer
Location: UDHA headquarters in Iganga, with frequent travels in the districts of operation
Job Summary
Reporting to the
Executive Officer, the Procurement Officer is responsible for the efficient
coordination and management of procurement functions for UDHA. S/he procures
Program supplies, services and equipment, whilst ensuring best practices and
maintaining audit-compliant records.
Job Specifications, qualification and
Requirements of the Post
- Bachelor’s
degree in procurement and supply chain management - At
least 2 years work experience managing procurements in an NGO environment - Deep understanding and experience of managing USAID and Global Fund procurements so as to support
UDHA to adhere to donor procurement guidelines - Familiarity with
programs and their linkage with procurement processes - Fluent spoken and
written English - Analytical and pays attention to detail
- Demonstrated honesty and integrity standards
- Good communication skills and positive attitude to team work
Job Responsibilities
- Ensure implementation and / or
maintenance of UDHA procurement policies and procedures. - Ensuring that procurement is
carried out in accordance to UDHA and donor-specific polices. - Participate in all the
procurement committee meetings. - Coordination with Finance,
Administration and program departments to ensure integrated internal
controls, timely payment of vendors and full, auditable support
documentation. - Ensuring that a transparent and
responsive procurement process is implemented and maintained. - Routine communication,
coordination and planning with the relevant requesting staff / programs
regarding the order and delivery of supplies. - Ensuring that all Supplies,
services and equipment required are delivered in time. - Establishment and maintenance
of ethical, professional working relationships with suppliers. - Maintain supplier information
for regularly purchased items, and be informed of current local market
conditions. - Support and provide the
appropriate training for procurement and program staff as required. - Manage performance of any line
reports in department - Any other duties or tasked
delegated by the supervisor.
